HSE – Healthy and Safety Environmental
 
Introduction:
These steps cover the health and safety environmental procedure.
  1. Commitment and Policy:
We acknowledge the client strong commitment to health, safety and environment (HSE) and affirm that it has a written HSE policy. This policy should be in Chinese, English and other languages.
This HSE policy includes a description of our HSE organization, procedures and methods of communication between personnel.
 
Well-trained safety personnel will be nominated to co-ordinate with the client’s safety staff and issue all safety work permits.
 
  1. Legal Requirements and Regulations.
We will comply with all applicable HSE regulations and safe operation practices of the client and will take all necessary HSE precautions related to or arised from our performance to protect the work, the personnel and company.
 
  1. Responsibilities:
It is a requirement under our responsibilities that caries out the work safely in a manner to eliminate hazards and to prevent the risk of death or injury to the personnel, the client's personnel and other parties, on or off the work site and damage to the work and other facilities and equipment. We will also eliminate the risk to the environment and personnel of long-term injury due to health hazards.
 
  1. Training:
We will ensure that all our personnel and sub-contractor personnel are given the necessary safety, survival and job related training required by law, client regulations and good practice prior to the start of the work, and will provide certificates for personnel who are qualified at our own expense.
Our supervisors will have the authority, opportunity and responsibility to ensure safe working practices and to correct unsafe conditions and unsafe acts.
 
  1. Safety Meetings:
It is our responsibility for maintaining and enhancing the safety awareness of our personnel and our sub-contractor personnel, including arranging at least weekly safety, health and environmental meeting.
 
  1.  Safety work instruction:
 
When doing the job, we will follow & stick to the client's safety rules, regulations, policies & all safe working instructions, include & apply the job safety precautions in the issued safety work permit.
 
All necessary steps or actions should be taken to satisfy the requirements of national laws or regulations to ensure the safety & health of the workers & other people who may be at or near the job area.
 
Any chemical used at work should be handed over to the client's HSE manager with MSDS, making sure the workers fully understand how to handle and use these materials safely.
 
Work procedures will be submitted before starting the job.
 
Hazards identification & risk assessment study for the job will be submitted to HSE before starting the job.
 
Emergency plan instructions will be followed by contractors. For example, in an emergency, the worker should evacuate from the work area and stay at the muster area for further safety instructions.
 
  1. Safety Work permits:
A work permit issued by the client should be requested for every job at any location where the client is.
  1. Technical/Safety Audit by Company:
We will allow customer representatives or designees to have access to plants, equipment, personnel at all times, and allow customers to inspect or audit any aspect of our operations related to safety and the work environment.
 
  1. Incidents and Reporting:
We will report to the client within 24 hours all incidents involving personnel; when any person is involved in a lost time incident, we will fully cooperate with any subsequent incident investigation.
 
We will submit a safety statistics monthly report to the client within 2 days after the end of each calendar month.
 
  1. Vehicles and Driving:
1: Attitude and Training:
We will maintain and enhance the awareness of safe driving among our employees and provide vehicles that meet the minimum established standards for our customers. 
 
2: Drivers and Driving Rules:
The driver of the vehicle and engine shall hold a valid driver's license corresponding to the type of vehicle used.
 
3: Vehicle requirements:
   Vehicles shall have sufficient capacity to perform their stated duties and be designed for the services we assign to them.
 
4: The Company's driving speed limits:
All drivers shall adhere to the speed limits set by the government.
 
  1. Personal Protection Equipment:
1: Safety helmets and safety footwear
2: Clothing and Gloves
3: Eye protection
4: Earmuffs
5: Respiratory protection
6: safety harnesses, belts and lines
 
  1. Safety Equipment and Fire Protection:
We shall provide adequate first aid equipment, sufficient fire extinguishers and other safety equipment, and maintain them in a professional manner in accordance with legal and industry standards.  
 
Free passage and clear visibility of all fire and safety equipment must be maintained at all times.  
 
We shall store all flammable substances in a safe place, maintain good cleaning and remove all unnecessary inflammable and other surpluses material from the work site or facility.
We shall provide and maintain a lighted and guarded fence around the work site.
 
  1. Smoking, Open Fire:
Smoking and the use of open fire in any part of any installation or near any operating facility outside the installation are prohibited, except in areas designated as smoking areas. All of these areas should be clearly marked with a note.
 
  1. Environment:
We shall at all times pay attention to the environment by protecting air, aquatic animal and plants from the adverse effects of our activities, and minimize any nuisance which may arise from the work.
We shall adhere to existing national regulations concerning discharges  from the work.
 
  1. Tools and Equipment:
We shall ensure that all plant, tools and equipment (Hand Tools, Pneumatic Hand Tools, Abrasive/Cutting Wheels, Electrical Equipment/Lighting, Gas Oil or Petrol engine machines, Welding Equipment, Ladder & Scaffolding) are maintained inoperable and safe conditions. As for the user’s factory, tools and equipment training, all rotating parts of tools and equipment are adequately protected against accidental contact by personnel.
 
  1. Electrical Safety Rules:
We provide certified electricians and all power tools are in good condition, safe and electrically insulated. They should use certified tools. Any electrical work must be done with the permission of the authorized supervisor from the client. No work is allowed on the live electrical panel.
  
  1. Entering Confined Spaces:
The confined space shall be isolated from any source of hazard to the persons inside, such as electrical equipment, mechanical isolation, and isolation of fluid transfer lines.
 
  1. Health:
We will ensure the health of all employees engaged in work. 
 
  1. Equipment:
All equipment should be in good condition.
Be adequate for the job.
Be suitable for its intended use.
They are tested, examined, stamped and certified by an approved certifying authority.
 
  1. Welding work:
Welding work may only be performed from sunrise to sunset unless it is approved by the customer HSE. 
 
  1. Scaffolds:
They should be made of metal, and fixed in the location and accompanied by safety devices according to safety requirements.
 
  1. Electrical Equipment:
Electric cables should be in good condition and free of joints & connected with sealed plugs and glands and all electric equipment should be EX type if used inside the hazardous area. 
 
  1. All lifting equipment should be accompanied by a valid test certificate, and stamped with an official seal and license.
 
  1. The pressurized cylinders should be equipped with pressure safety relief valves, safety caps and stamped with the last hydrostatic test.
 
  1. In addition to fire extinguishers, all mobile equipment should be equipped witha spark arrestor on the exhaust.
 
  1. All cleaning rules shall be followed to keep the activity area clean during and after work.
